Data Analyst

Otter Tail County is now accepting applications for a Data Analyst position. The Data Analyst position will support evidence-based strategy and decision-making across county operations by collecting, analyzing, and interpreting data. This role extracts and analyzes data from small to large datasets to assist county leadership and elected officials make more informed decisions. This position will also assist in using data analytics to achieve goals of the Long-Range Strategic Plan working closely with departments and Service Team Leaders.

Examples of Duties:
  • Collect, clean, validate, and analyze data from a variety of sources and tools used to maintain county data.  
  • Analyze data and identify trends, patterns, and insights.  
  • Develop reports, design and maintain dashboards, and performance metrics for both internal and public use and understandable by non-technical audiences.  
  • Present data in accessible, engaging, and informative ways for departments and Service Team Leaders to use in decision making.
  • Provide data-driven insights to support policy development, budgeting, and operational efficiency.
  • Develop actionable insights from data analysis that can be used to improve the lives of county residents.
  • Ensure compliance with state and federal laws and regulations for private and confidential data.
  • Work with the Communications Team to present data analysis and outcomes in meaningful and understandable ways for the public.  
  • Support departmental staff countywide that are performing similar data collection and analysis.  
  • Lead a countywide data analysis workgroup to collaborate on data cleaning, collection, and analysis to find trends, patterns, and insights to support strategic planning and decision-making.  
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
  • Perform other duties as assigned.
Minimum Qualifications:
  • Bachelor’s degree in Data Science, Statistics, Public Administration, Economics, Computer Science, or a related field.  
  • Preferred: At least 2 years of experience in data analysis.
Supplemental Information:
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2025 starting salary is $69,534 annually, depending on qualifications, with career advancement to $116,438 annually.
