Deputy Treasurer

Otter Tail County is accepting applications for a full-time Deputy Treasurer position in the Treasurer's Department.

The purpose of this position is to assist the County Treasurer Department with the operations of the office according to state statutes.  Record monies received into appropriate funds and accounts, assist customers, post-tax payments, recover funds through revenue recapture, notice & demand for payment, bank levies, tax liens, seize & sell procedures.  Prepare escrow company files for collection and accept passport applications.  The impact on the organization is to accurately record the monies to allow for a quick accurate settlement of tax monies, and so other departments know the funds that have been receipted into appropriate accounts.

Examples of Duties:
  • Collect and process property tax payments. 
  • Research payment histories, legal descriptions and parcel numbers to respond to inquiries from the public and to provide support to customers. 
  • Estimate tax for prepayment collection and maintain records into current year.
  • Collaborate with other finance staff to perform tax settlements.
  • Process mobile home taxes and follow up on unpaid taxes. Maintain Revenue Recapture records for collection per MN Statues.
  • Maintain and process escrow payments for collection. Communicate with banks and escrow companies as needed.
  • Reconcile bank accounts, research discrepancies. Follow up on uncashed checks and unclaimed property.  Maintain NSF activity.  
  • Process and balance credit card receipts. Verify and apply incoming ACH payments in bank accounts.
  • Enter receipts/collections and reconcile cash drawer daily.
  • Assist departments with bank deposits and balancing receipts.
  • Coordinate and execute accounts payable check printing and prepare for distribution.
  • Accept US Passport applications on behalf of the Department of State in accordance with the directives of passport services.   
  • Assist Chief Deputy Treasurer with duties as needed, including year-end audit procedures.
  • Cross-train and assist other positions within Finance, Property & License Management service team, including Elections.
  • Maintain confidentiality regarding private data.
  • Attend training as required. Maintain required certifications for Revenue Recapture collection and Passport issuance.
  • Performs other duties as assigned.
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
Minimum Qualifications:
  • Passport certification through Regional Passport Agency
  • Driver's License valid in the State of Minnesota
  • Qualified candidates must possess a high school diploma or equivalent AND at least one year related experience and/or technical training
Supplemental Information:
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2025 starting salary for this position is $22.94 per hour, depending on qualifications, with career advancement to $36.85 per hour.
