Property Tax Specialist

Otter Tail County is now accepting applications for a full-time Property Tax Specialist in the County's Finance/Treasurer's team.

The purpose of this position is to serve as a member of the County’s Finance/Treasurer team and support the accurate calculation and administration of property taxes. The role contributes to key components of the tax process including levy calculations, tax increment financing (TIF), special assessments, abatements, tax statement generation and reconciliation. The position also assists in meeting state reporting requirements and collaborates with internal staff and outside taxing jurisdictions to maintain accurate property tax information.

Examples of Duties:
  • Collaborates with the Finance/Treasurer team in the county property tax calculation process, including levies, special assessments, tax increment financing districts, abatements, and reconciliation activities utilizing Excel.
  • Develops data input forms used to collect tax information and provide access for outside taxing authorities.
  • Assists in the administration and tracking of ditch and other special assessments, including maintaining assessment information within the property tax system and supporting related calculations and reporting.
  • Assists with the preparation and submission of required state reports, including the State General Tax Reports, Annual School Tax Report, School Taxes Receivable Report, Semi-Annual Tax Abatement Report, and Department of Revenue reports. 
  • Supports the preparation of Auditor’s Certificates that provide property tax information to taxing authorities for bond sales and improvement projects. 
  • Participates in the review of annexation taxation determinations and verify property tax system calculations for accuracy. 
  • Works with finance team to monitor and maintain Tax Increment Financing (TIF) districts, including entering district data into the tax system and communicating updates to the appropriate taxing districts. 
  • Assists with creating reports for taxing jurisdictions. 
  • Contributes to the creation of property tax statements and assists with tax adjustment calculations when needed. 
  • Serves as a property tax system resource, helping to administer the system, create custom reports, and assist with training staff. 
  • Cross-trains and assists other positions within Finance, Property & License Management service team, including answering phones, property tax collection and assisting customers at the counter. 
  • Accepts U.S. passport application on behalf of the Department of State in accordance with the directives of Passport Services.  Accepts and properly allocates fees.  Ensures all materials needed to process the application are correctly submitted.  Meets annual training requirements. 
  • Assists voters with the registration process and locating polling place; assists with mailings; participates in election night activities for State, Primary, and General elections. 
  • Performs other duties as assigned. 
  • May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan. 
Minimum Qualifications:
  • Associate degree or two-year technical certificate in Math, Accounting, Computer Science, or Finance (Bachelor’s degree preferred)
  • One to three years of experience with Minnesota property tax administration
  • Certification of Completion of Minnesota Department of Revenue Tax Calculation Course or ability to obtain within 12 months of hire
Supplemental Information:
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2026 starting salary for this position is $27.42 per hour, depending on qualifications, with advancement to $41.13 per hour.
